Panama reiterates "the call to find a negotiated solution, to the strictest respect of democratic principles and to put the welfare of Venezuelans to stop the violence in the country, which has been aggravated by the unilateral call to a Constituent Assembly".

The political opposition in the country would not participate in the process because the call to the Constituent Assembly, made by President Nicolás Maduro, did not follow what its established in the Constitution, such as having previously consulted voters by referendum.

Venezuela has witnessed a wave of protests since April, some of which have become violent and left 109 deaths and more than 1.000 detainees.
